Providing suburban mass transit at minimal cost
The biggest problem with American suburban transportation networks is they effectively serve only one mode of transportation: cars. Unfortunately, this happens to be the loudest, least efficient, most expensive, most space-consuming, most dangerous, most polluting, highest-maintenance form of transportation.

Most suburban roads are built like this:
It would benefit everyone (including motorists) if we were to build a transportation network which accommodates more than one mode of transportation. With the roads already found in most suburbs, we could have this!

Bike Bus
At Alameda Elementary School in Portland, OR, nearly 200 students regularly participate in the Bike Bus program - 31% of the school! Several more simply walk. By contrast, less than 10% of American students walk or ride a bike to school. This is a problem.
